The Foster Care Treatment Consultant is responsible for assuring a person and family-centered process is used in the planning and delivery of foster care treatment and permanency planning services or a out-of-home family services agreement if family foster. Position will serve a mixed caseload of Family Foster, Therapeutic Foster (TFC), Therapeutic Leave, Respite, and Individualized Alternative Family Treatment (IAFT). This position will be based out of Sylva, NC (Jackson County).

ESSENTIAL JOB FUNCTIONS AND RESULTS:

Must communicate fully and honestly in the performance of his/her responsibilities and provides sufficient information to enable individuals being supported and others to make their own informed decision to the best of their ability.
Must protect the dignity, privacy and confidentiality of individuals being supported.
Must solicit, honor and respect the unique needs, values and choices of persons served.
Must maintain an average therapeutic foster care caseload of 12 Clients.
Must complete and document face-to-face contacts per service definitions.
Must complete and document provider supervisions per service definitions.
Must provide 24/7 crisis responder services.
Must provide care coordination for all populations.
Must be able to identify foster child’s changing strengths and needs and implement skill building techniques to support the child’s social competencies and independent living skills.
Must closely support the foster family in helping the client develop natural community supports and engagement in recreational or other curricular activities that support the client’s interests, and natural strengths and talents.
Must work closely with both the foster parents and the family of permanence to support Shared Parenting and collaboration with the child’s extended natural support network.
Must educate the foster parent on prudent parenting standards and normalcy in foster care.
Must be able to identify a foster parent’s strengths, abilities and areas for improvement and develop strategies to enhance foster parent skills.
Must hold a monthly Child Family Team meeting, preferably holding at least one CFT quarterly in the foster home, and at least one CFT quarterly in the home of the family of permanence, where possible.
Must ensure that services are properly authorized through the MCO or other placing entity on or before the day of placement.
Must reach competence on management of Credible (electronic health record) for management of documentation.
Must complete documentation within 24 hours for any contact or service provided on behalf of client, client’s family or foster parent, working toward real time documentation at the time of service.
Must execute new admission documents and contracts accurately and completely on or before the day of placement with all signatures properly attached.
Must be willing to flex workload to meet the needs of clients, foster parents, families of permanence to support permanency and well-being during transitional periods (admission and discharge or other unexpected events).
Must obtain authorization from the Regional Director or designee, prior to negotiating and executing a special contract rate with a custodian or a foster parent.
Must identify/contact providers to schedule appointments for therapy, medication management and any special treatment needs, within 48 hours of placement.
Must provide services in a manner sensitive to the cultural/spiritual values of client and does not discriminate against individuals on the basis of race, ethnicity, creed, religion, sex, age, sexual orientation, national origin or mental or physical disability.
Must ensure each client is served in a licensed bed with a current facility license on file and in good standing.
Must participate in foster parent training and recruitment to support program growth and development



Required Experience
This position will be based out of Sylva (Jackson County), NC.
EDUCATION
Bachelor level professional, with a degree in one of the following areas: Social Work, Counseling, Human Services, Sociology, or Psychology. Meet or exceed credentialing as a Qualified Mental Health Professional.

EXPERIENCE

At least one year of full time experience in child foster placement.
